勃利县农业发展的SWOT分析及对策思考

摘　　要：黑龙江省勃利县农业发展面临着资源和环境的巨大压力,农民增收受阻。因此,在对勃利县11个乡镇调研掌握农业发展现状的基础上,运用SWOT法分析了其农业发展的机遇、挑战、优势和劣势,提出了促进勃利县农业发展的对策,将对勃利县制定未来农业发展的战略具有至关重要的意义。促进勃利县农业发展的对策包括促进绿色和特色农业发展;加强农业基础设施建设、农业科技创新、农村干部队伍年轻化建设;拓宽渠道,增加农民收入;发展农村合作经济组织等方面。Agricultural development met the huge pressure of resources and environment and increase of farmers’income was hindered in Boli County of Heilongjiang province.So after the present situation of agricultural development were surveyed and mastered in 11 villages and towns of Boli county its opportunities,challenges,advantages and disadvantages were analyzed in SWOT method,and the countermeasures of agricultural development of Boli county were proposed.It had an important significance in formulating a policy on agricultural development in future in Boli county.The countermeasures that promote agricultural development of Boli county included accelerating the development of green and special agriculture;strengthening the construction of agricultural basic facilities,innovation of agricultural science and technology and the construction of rural cadre team;increasing farmers’income by wide ways;developing the rural cooperative economic organizations and so on.
