长株潭经济一体化立法模式的选择

摘　　要：长株潭一体化不仅是经济的一体化,同时也应该是经济秩序法治化同步过程。从立法模式来看,现行的横向协议合作立法模式依赖于长株潭三地政府之间的通力合作而缺乏实质性的约束机制,而流行的"行政一体化立法模式论"又过于激进,较为理性的选择是既不改变长株潭三地的基本行政区划,同时加强长株潭区域经济立法中责任制度建设。当然,在加强长株潭区域经济责任立法时要注意处理好长株潭"两型办"的权限与职能定位等一系列问题。The economic integration of Chang-Zhu-Tan occurs because of the location factors and the government economic strategy decisions.From the legal point of view,it is not only an economic development model,but also the legal system of three cities convergence or unity.Economic integration of the current legislative model shows the characteristics of horizontal cooperation agreements,but more rational choice is not to change the basic Chang-Zhu-Tan three administrative divisions.We must do something to strengthen regional economic responsibility system construction.
