俄罗斯东部天然气规划的实施进展及中俄合作前景

摘　　要：俄罗斯东部地区天然气资源丰富,勘探开发潜力巨大。为加快俄东部油气发展,实现资源有序接替和油气出口多元化,并带动东部地区经济发展,2007年9月,俄政府批准了《关于建立东西伯利亚和远东天然气开采、输送和供应统一系统并考虑可能向中国及其他亚太国家市场出口天然气的规划》(简称《东部天然气规划》)。2008年全球金融危机爆发以来,欧洲天然气市场萎缩,美国页岩气生产快速发展,俄向美欧出口天然气的计划受阻,俄罗斯天然气工业发展面临前所未有的压力。为此,俄罗斯积极推进东部天然气规划的实施,亚洲市场在俄天然气长期发展战略中的地位快速提升。中国和俄罗斯新的战略合作机遇已经出现,目前天然气价格仍然是制约双方合作的最大因素,近期能否取得突破性进展关键取决于双方能否找到长远利益交汇点。Eastern Russia has abundant natural gas resources with great potential for exploration and development.To speed up oil and gas development in eastern Russia to promote economic development there,and to diversify oil and gas exports,the Russian Federation government approved the'Program for constructing a unified production,transportation and supply system to export natural gas to China and other Asia-Pacific countries neighboring East Siberia and the Russian Far East'in September 2007.Since the 2008 global financial crisis,shrinkage of the European natural gas market,rapid development of shale gas production in US,and shelved plans for natural gas exports to the US and Europe have all applied unprecedented restraints on development of Russia’s natural gas industry.To alleviate those pressures Russia is actively promoting implementation of the Eastern Natural Gas Plan.The status of the Asian market in Russia’s long-term natural-gas development strategy has since risen considerably.This provides a new strategic opportunity for Sino-Russian cooperation.The price of natural gas is the biggest stumbling block in bilateral cooperation.The key to a rapid breakthrough depends on whether both sides can identify long-term common interests.
