摘　　要：民主集中制是我党的根本组织原则和领导制度,是凝聚全体党员意志和力量的重要保证。基层党支部作为党的全部工作和战斗力的基础,只有增强民主意识,强化民主作风,养成民主习惯,做到科学集中,才能不断增强凝聚力和战斗力,为有效履行新世纪新阶段我军历史使命提供坚强的组织保证。Democratic centralism is our Party＇s fundamental organizational principle and leadership system,it is an important guarantee of what condensing all Party member＇s willing and strength.As the base of all the Party＇s work and fighting capacity：The Primary Party branch only strengthen democratic consciousness,strengthen the democratic style,to develop democracy habit,make scientific concentration,can it strengthen cohesive force and the battle efficiency constantly,thereby,provide a strong organized guarantee for our army to full fill historical mission in the new stage and the new century.
