摘　　要：区域产业升级面临着区域产业同构与结构固化的"内忧",跨国公司对区域产业链的低端锁定与战略性隔绝机制形成的"外患",以及"碳锁定"的严峻挑战。瞄准世界科技发展前沿,把握战略重点,加快培育和打造战略性新兴产业,构建开放式创新网络,同时完成产业价值链升级、产业结构升级和区域经济一体化的三大重任,围绕创新链和产业链做系统文章,理顺产业链关系,形成合力,大力提升区域整体产业链的运营效率,是区域产业升级转型的内在要求。其关键是基于核心技术链和核心产业链构建以龙头大企业为核心的产业链整合机制。Structure similarization and solidification, low-locked industrial chains and strategic isolating mecha- nisms of transnational corporations and carbon lock-in constitute three challenges for regional industry in its upgra- ding. In order to enhance the overall operating efficiency of regional industrial chains, we have to accelerate the cultivating of strategic emerging industries and construction of open innovation network, keeping abreast with the frontier of world technological development and with a strategic focus. At the same time, industrial value chains up- grading, industrial structure upgrading and regional economy integration should be completed, and centered on in- novation chains and industrial chains, relationship between industrial chains should be straightened out to create a synergy of them, so as to improve efficiency of regional industrial chains, which remains the inherent requirement of regional industry upgrading and transformation. The key to upgrading of regional industry lies in construction of ＂front control＂ mechanism of strategic emerging industries development and global industrial chains integration mechanism with the core of large enterprises and based on core technological chains and core industrial chains.
