摘　　要：图书馆总分馆建设是国家"十一五"文化发展纲要中明确的中国图书馆事业发展的一个基本方向,是合理配置图书馆资源、统筹城乡文化发展、实现文化资源共享、拓展图书馆服务网络的有效方式。嘉兴市突破体制约束,实现各级图书馆"人、财、物"统一管理,统一采购、统一编目、统一配送、通借通还,建立起以"政府主导、多级投入、集中管理、资源共享"为主要特点的城乡一体化公共图书馆服务网络体系,切实解决了农民群众看书难问题,取得了很好的社会效益,被誉为"嘉兴模式"。受到图书馆界、学界及社会的广泛关注。Building the library branch is a basic direction of Chinese librarianship development of the ＂Eleventh Five-Year＂——national outline of cultural development and effective way.of the rational allocation of library resources,urban and rural cultural development,the cultural resource sharing and expanding the library service network.Jiaxing City has established the public library service system of urban and rural integration to solve the difficult problem of the peasants to read and has achieved good social benefits,known as the ＂Jiaxing model.＂.to make a positive contribution to the region＇s economic and social development.
