摘　　要：文章立足西部地区公共图书馆,以泸州市公共图书馆系统为标本,通过问卷调查和比较分析,提出了西部公共图书馆免费开放存在的问题,认真分析后,提出了一些解决问题的具体措施,对西部公共图书馆免费开放工作具有指导价值。This article is a ＂ sub-project ＂ of Study on Free Public Libraries In Design of Public Cultural service system of the Ministry of Culture.Through questionnaires and comparative analysis to public libraries in the western areas by taking Luzhou City Library for example this article puts forward some concrete measures to solve the existing problems in open to the public free of charge of public libraries in China western areas and has guiding value for the library free open work.
