摘　　要：水资源的自然属性和社会属性,决定了以流域为单元实施水资源统一管理的客观必要性。黄河属于资源性缺水的流域,随着流域人口的增加、经济社会的快速发展,水资源供需矛盾日益尖锐,已经成为制约流域可持续发展的瓶颈性因素。因此,必须以科学发展观为指导,从黄河流域的实际出发,建立健全水资源统一管理的体制、机制以及相关法规,强化流域管理机构水行政执行能力,注重公众参与,发挥市场机制的调节作用等,通过这些综合措施,切实加强黄河水资源统一管理,实现水资源的优化配置,以水资源的可持续利用,支撑流域及相关地区经济社会的可持续发展。The natural and social properties of water resources determine the objective necessity of implementing integrated water resources management with river basin as unit.Water is scarce in Yellow River Basin.With population increase and rapid economic and social development,the conflict between supply and demand of water resources is escalating and becoming the bottleneck for the sustainable development of the river basin.As a result,taken the guidance of the scientific concept of development and based on the real situation of Yellow River Basin,we should establish and improve the system,mechanism,laws and regulations of integrated water resources management,increase the executive capability of the basin′s administrative departments,emphasize public participation and bring into full play the regulating force of the market.These measures should be taken to enhance integrated water resources management in Yellow River Basin and realize optimal water resources deployment,so that the demand-supply conflict can be mitigated,benefits maximized of the limited water resources of Yellow River and sustainable economic and social development supported by the sustainable utilization of water resources.
