摘　　要：基于对非常规突发事件的特征分析,阐述了应急信息资源的现状,探讨了外部突发事件知识体系和外部突发事件虚拟联合体的构建障碍,构建了城市突发事件知识虚拟联合体平台,从而为城市应急管理提供理论支持和技术支撑。Based on the analysis to the characteristics of unconventional emergency, this article presents the current situation of emergency knowledge resource. Theoretical exploration is conducted on external knowledge system and the construction obstacle of city emergency knowledge virtual union. Emergency knowledge virtual union platform is built finally. It provides a theory support and technology development for city emergency management.
