摘　　要：政府采购制度具有多重的公共意义,宏观调控是其重要职能之一。我国《政府采购法》的规定较为原则,尚需进一步完善。尤其是作为经济法的组成部分,需要增强其宏观调控功能。有必要从扩大政府采购的适用范围、扶植中小企业、绿色采购、采购国货原则等方面完善立法,使政府采购制度规范健全。同时增强政府采购的政策价值引导作用和对社会经济整体的宏观调控作用。As a symbol and representative of the government,the government procurement has tremendous influence on the whole society.Macro-control is one of its important functions.The system of government purchasing should be carried out for the whole public benefits.The application of government procurement should be enlarged.The government green purchase legal system should be established and institute rules for priority selection of home made goods.
