摘  要:针对城市电网规划综合评判因素的复杂性问题及超效率数据包络分析(SE-DEA)模型评价效率值的极端情形,提出在交叉效率模型的基础上引入SE-DEA模型,构建了基于SE-DEA的交叉效率评判模型,并建立了一套完整的电网规划综合评判体系。应用该模型的评价流程对一个实际电网规划算例进行了分析计算,得到的结果与SE-DEA法、区间层次法和模糊层次法的结果一致,是SE-DEA的均值,较SE-DEA模型效率值大小分布更加合理、有效,其评价结果科学、可行。Regarding the complexity of comprehensive evaluation factors in the power system planning and the extreme cases of evaluation of the efficiency value by using super efficiency data envelopment analysis(SE-DEA),a new cross efficiency evaluation method based on SE-DEA is established.Meanwhile,an integrated comprehensive evaluation system for power planning is introduced.When the proposed method is applied to a practical power system planning case,it is found that the calculation result is consistent with those obtained by other methods such as SE-DEA method,interval hierarchy method and fuzzy hierarchy method.By comparison,the value of the method in this paper is the mean value of SE-DEA model and efficiency distribution value of the case is more reasonable and effective,and the evaluation result is scientific and feasible.
