摘　　要：物流产业集群拥有完备的物流基础设施,分工协作关系明确,对物流产业发展与国民经济质量提升具有重要作用。近年来,我国物流产业集群取得了巨大发展,但相关要素支撑不够,缺乏政策性融资渠道,资金支持不够充足,物流产业融资压力过大,融资问题成为我国物流产业集群发展的瓶颈。政策性融资平台是物流产业集群重要的资金来源,在物流产业集群条件下建立政策性融资平台是对公共财政资金使用的一种创新,建立和发展我国物流产业集群政策性融资平台是促进物流产业集群健康发展的关键。为推动我国物流产业集群政策性融资平台建设与发展,提高中国物流产业集群竞争力,必须坚持市场主导与政府引导相结合以及统筹规划与分步实施相结合的原则,加强组织管理,创造良好的外部环境;加强物流金融创新,形成金融业与物流业的良性互动;加强资金监管,努力降低风险。Logistics industrial cluster is of great significance for the development of logistics industry and the improvement of national economic quality.In recent years,China has made great achievements in the development of logistics industrial cluster.But there are still some problems in it,such as the lack of support,the lack of policy financing channel,the not enough capital support and the heavy pressure on financing.The problem of financing is becoming the bottle neck for the development of China＇s logistics industrial cluster.Policy financing platform is the important capital resources for the formation of logistics industrial cluster.Constructing an integrated platform in the light of logistics industrial cluster is a kind of innovation for the usage of public fiscal capital.And it can also play an important role in promoting the health development of logistics industrial cluster.To promote the development of this platform and improve the competitiveness of this platform,we should strengthen organization and management,create a sound external environment,strengthen innovation in logistic finance,promote the sound interactivity between financial industry and logistics industry,and strengthen supervision on capital.
