摘　　要：介绍了国家电网公司应急指挥通信系统的建设背景和建设原则,提出了电力应急指挥通信系统的总体概念和框架。文章阐述了应急指挥通信系统建设过程中在理论研究、知识产权、人才队伍、系统装备等4个方面取得的建设成果,描述了系统提供的视频会商、话音通信、数据传输、调度指挥、信息加密、移动会场等11项主要功能,较全面地分析了独立组网、稳定可靠、应用灵活、经济高效等系统技术功能的特点。最后,文章对应急指挥通信系统建成以来在国家电网公司抗灾、保电及重大活动中发挥的重要保障作用进行了简要说明。Based on the introduction of construction background and principle of SGCC emergency command communication system,this paper illustrates the general concept and framework structure of emergency command communication system.It discusses the achievements in the process of theoretical research,intellectual property,personnel,system construction,describes the system functions such as video conference,voice communication,data transmission,command and control,information encryption and other 11 major features,and analyses the characteristic such as independence,stability,flexibility and efficiency.The role that SGCC emergency command communication system is playing during disaster relief and some important events are also introduced in the paper.
