摘　　要：通过矿产权转让二级市场中购买矿产勘探和开采权,成为外部矿产企业(中央企业)进入地方区域矿产业的重要途径,地方矿产企业与外部企业之间存在着市场进入/阻挠博弈。通过建立矿产权转让市场的进入/阻挠博弈模型,分析外部企业进入地方矿产业的条件,证实了矿产权流转市场对于合理配置矿产资源的重要性。To buy a mineral exploration and mining royalty from the mineral property transfer secondary market became an important access to the local regional mineral industry for the outer mineral enterprises （ Central Government Directly Owned Enterprises）. There is a game on entrance and resistance of the market between the local mineral enterprises and the outer enterprises. With the establishment of the game model on entrance and resistance of the mineral property transfer market, the conditions for the outer enterprises into the local mineral industry could be analyzed and the importance of the mineral property transfer market could be verified to the rational allocation of the mineral resources.
