摘 要:施工导流标准的选择是施工导流设计最重要和首先应解决的问题。每个水利水电枢纽的水文现象都有其自身规律,每个工程的施工过程始终带有一定的风险度, 提高导流标准并不能做到确保安全, 只意味着保证率加大, 但同时也伴随着导流费用的增加。如何摆脱目前多套用“规范”的定性分析方法,从提高理论水平入手,开发相应软件系统,应用风险决策方法求得一个效率最好的导流标准。Selection of construction diversion criteria is the first important problem to be solved in construction diversion design. The hydrological phenomena have their own laws for every water conservancy and hydropower project. The construction process of every project has always certain risks. Raising of construction diversion criteria only means increase of assurance rate other than ensuring safety, and will result in increase of construction diversion cost on the other hand. How to obtain most efficient and practicable construction diversion criteria by heightening theoretical level, developing proper software system and using risk analysis method instead of by using the current qualitative analysis method based on mechanical application of some specifications.
