提高地方财政分配能力 促进社会经济发展——以新疆为例

摘　　要：在地区经济发展过程中,地方政府作为重要的推动环节,在公共产品提供方面发挥了巨大的作用,但是由于经济发展水平差异和财政分配体制的因素,落后地区尤其是西部少数民族地区财政促进社会经济发展的能力还很弱。本文以新疆为例,梳理了影响地方财政分配能力提高的因素,通过地方财政分配与地方社会经济发展的协调性分析,提出了提高地方财政分配能力,增加地方财力积累;财权与事权匹配,加大转移支付力度;建立科学的财政分配机制,保持区域社会经济的稳定和可持续增长等对策建议。In regional economic development process, local government plays a large role in providing public goods as an important part. But, in backward areas particularly in the minority nationality areas, financial ability to promote social and economic development is still very weak because of level differences of economic development and financial allocation system. In Xinjiang Province, for example, where the shortage of local finance resources caused that the financial effect on the socio-economie development was not sufficient. This paper combs out the factors which affect the ability of improving local financial distribution, by analyzing the coordination of the local financial allocation and local soeio-economic development, puts forward the suggestions as follows： improving the capacity of local financial distribution, increasing the accumulation of local financial resources, making the economic rights match the responsibilities, increasing transfer payments; establishing scientific financial allocation mecha- nism, maintaining the regional socio-economic stability and sustainable growth.
