摘　　要：新军事变革对我军国防采办制度创新提出了挑战和要求。针对我军国防采办制度与中国特色新军事变革不相适应的问题,借鉴外军国防采办改革的经验和主要做法,运用管理学、系统工程学、国防经济学等理论和研究方法,提出了我军国防采办制度创新的指导思想、目标、原则,具体论证和提出了创新我军国防采办制度的五项对策举措。The new military revolution puts forward a new demand and challenge to PLA＇s innovation of defense acquisition system（DAS）.To the questions that PLA＇s innovation of DAS lag behind the new military revolution with Chinese characteristics,we draw lessons from the usual ways and succeeded experiences of foreign military＇s revolution of DAS,use the theory and study methods of management,system analysis engineering,defense economics and so on,point out the guiding ideologies,objectives and principles of PLA＇s innovation of DAS,demonstrate and point out five countermeasures of PLA＇s innovation of DAS.
