摘 要:架子队经证实是一种适合我国目前高速铁路建设高要求的新型施工组织模式,较之传统的劳务分包模式在工程质量、安全、劳务人员管理等方面更加可控。但劳务公司无法提供充足的优质劳务成为其发展和推广的瓶颈。本文通过对施工企业、劳务公司、地方政府这三个劳务供求的主要利益相关方能否实现合作共赢进行动态博弈分析。最后得出结论:三者的利益是互相促进的,只要信息流转顺畅便可以形成稳定的合作关系,并提出一些具体的操作建议。"JiaZiDui" is confirmed to be a new organizational mode suitable for high-speed railway construction which is in high demand in China now.It is more reliable than the traditional modes in the controlling of quality,safety and labor management.But labor dispatch companies can not provide sufficient and skilled workers is becoming the bottleneck of the development and promotion of "JiaZiDui".This paper use dynamic game theory to analyse how the three major stakeholders of labor supply and demand which including the construction enterprises,the labor dispatch companies and the local government to cooperate and achieve the win-win situation.Finally,we conclude that the interests of the three participates are mutually reinforcing when the information communication is smooth,and so as to form a stable cooperation relationship.At last,we put forward some suggestions for manipulation.
