摘　　要：对影响上海市电力公司超高压输变电公司运营战略制定的外部环境和内部资源及能力进行了分析,运用战略规划中的SWOT(优势、劣势、机会和威胁)模型,分析公司的优势、劣势、机会和威胁,明确企业的战略目标和战略选择,从组织机构优化、大集控运行模式构建、人力资源开发等三个方面论述了运营战略的实施。The external condition and internal resource influencing strategy formulation of Shanghai Extra High Voltage Power Transmission Company（SEHVC） are summarized.SWOT model of strategy planning is adopted to point out the strength,weakness,opportunity and threats of SEHVC.Strategy target and strategy choice are presented.The implementation of operation strategy is discussed through three aspects,such as optimization of organization structure,construction of big centralized control operation pattern and human resource development.
