摘　　要：随着内外部环境的变化,公路经营权转让面临的不确定因素在增多,主体面临的风险也越来越复杂。本文将经营权转让整体风险作为研究对象,分别从主体模式维、要素维和时间维进行分析,构建了经营权转让风险理论研究框架。As the inner and outer environments change,there are more and more uncertain factors in the transform of the highway rights and benefits,and the risks become more and more complex.The paper analyzes the overall risk in the highway right and benefit transform from the subject,element and time dimensionality.It builds the theoretical study framework of the risk management in the highway right and benefit transform,hoping to provide the theoretical support for the government and the enterprise transform behavior.
