摘　　要：认为信息化测度的实质是测度一个国家或组织的信息能力。提出核心信息能力的概念,认为现时代的核心信息能力是基于ICTS的核心信息能力,并从劳动工具、劳动对象、劳动者等方面讨论核心信息能力的要素,以及核心信息能力在个人、组织、国家三个层次的应用。The informationization measure＇ s essence is to estimate a country or organization＇ s information ability. The paper puts for- ward the concept of core information ability, and thinks that the present core information ability is based on the ICTS core information ability. From aspects of instrument, object of labor and worker, the paper discusses the essential factor of core information ability, core information ability＇ s application in three level of individual, organization, national.
