国际出版界对论文多余发表的认定及处理

摘　　要：区别并分析一稿多投、重复发表、拆分发表等多余发表的形式和具体表现。通过对出版伦理委员会(COPE)所公布的1997—2010年间发表中问题案例的统计,以及国内一些期刊的重复发表问题的介绍,说明当前国际学术论文发表中多余发表问题的严重性。进一步通过分析重复发表案例和介绍国内学术期刊在防范多余发表机制方面的探索,以及COPE关于在投稿中发现疑似重复(拆分)发表的编辑处理指南,解析对有关多余发表问题的处理。This paper distinguishes and analyzes the forms and specific performance of unnecessary publications,such as duplicate submissions,duplicate publications and slicing publications.By counting the cases about the inappropriate publications which had been collected and published by Committee on Publication Ethics from 1997 to 2010,and introducing duplicate publication problem of some Chinese journals,it shows the seriousness of the problem of unnecessary publications in international academic publication.Further by analyzing the cases of duplicate publications,introducing the work done by Chinese journals to prevent unnecessary publications,and introducing the guideline for editors about what to do if they suspect duplicate（redundant） publications,it proposes the treatment measures to unnecessary publications.
