公共危机管理的实质:决策情势还是管理理念?

摘　　要：在公共危机管理理论中,"危机"概念应当界定为一种状态,同时还是一个过程。这一概念的提出,反映的是主体认知方式和思维角度的转变。根据这种理解,目前国内学术界对于公共危机管理实质较为普遍的一种认识,即公共危机管理的实质是一种决策情势,则显得过于偏狭。从实质上说,公共危机管理应当是一种不同于传统管理理念的全新的管理理念,时时刻刻贯穿于对公共事务的日常管理之中。＂Crisis＂ in the public crisis management theory should be defined as both a state and a process a notion that reflects a shift in subject cognitive style and thinking perspectives.Measured against such an understanding,Chinese academic circle＇s idea on the nature of public crisis management as decision-making situations seem narrow.Public crisis management by nature should be a management philosophy totally different from traditional ones,which should be practiced through all daily managements of public affairs.
