摘　　要：通过分析广西来宾B电厂项目特许经营者选择的程序,重点对电厂项目国际招标过程中的资格预审、招标、评标、谈判到签订特许协议各个阶段加以阐述,综合考虑了特许经营者与项目风险之间的关系,从中总结出有价值的经验,对今后选择BOT项目特许经营者具有借鉴意义。A BOT concessionaire assumes far more and deeper risks than a contractor. One critical contributor to the success of a BOT project is the selection of an appropriate concessionaire. After a review and critique of current worldwide concessionaire selection practices,this paper provides an analysis of Laibin B Power Plant concessionaire selection procedures. Many phases of the international bid process, prequalification, call for tenders,evaluation of bid, negotiation and sign of the concession agreement are analyzed. Lessons learned are summarized for all levels of government to select the concessionaire in BOT projects.
