政治视域中的风险社会治理与警察权科学发展

摘　　要：任何快速转型与发展的社会,必然是一个风险社会。社会风险包括制度风险本身却是一种社会资源,而风险治理就是分配和安置这些资源。警察权是一种带有强力的政治、法律机制。在政治的视域中,风险社会中警察权的科学发展需要从"理解"、"参与"和"责任"三个方向上实现其"政治的"和"法律的"两重维度上的合法性。Any society which is undergoing a sharply rapid transformation has to be a risk one and social risks especially institutional risks can be regarded as kinds of social-political resources, so risk governance will become to allocate, to assume and to resolve these resources. The risk resource of policing power may be significant, which is a political and legal system and mechanism and has initiated a paradox of its efficiency. Therefore, research on good development of policing powers in risk society from political horizon should be very meaningful. The development is to realize its two-dimensional legitimacy of ＂politics＂ and ＂law＂ from three ways in ＂understanding＂, ＂participation＂ and ＂responsibility＂.
