摘　　要：传统电信运营商作为基础电信服务和通信管道提供商,面临着如何转变商业模式,赢取新的市场机会和增长点的阵痛,将电信运营商传统的基础业务能力和智能管道控制机制开放给新兴互联网市场和行业用户市场将是电信运营商未来的战略步骤之一。本文将介绍运营商能力开放现状,设计构建符合互联网模式的目标架构,并在此基础上探讨后期发展思路,作为电信运营商面向开放的互联网世界的创新尝试。Traditional telecom operators as basic telecommunications services and communications pipeline providers,faced the pains of change the business model and gain new market opportunities,the basic telecom operators operational capacity of the traditional control mechanisms and intelligence channels open to new Internet market and industry user market will be the next strategic steps of the carriers.This article describes the status of opening carrier capacity,designs the architecture consistent with the Internet,and debates on development ideas,as telecom operators open Internet world for innovation attempt.
