摘　　要：论述了装备维修保障管理信息系统（equipment maintenance and support management information system,EMSMIS）建设的重要意义,分析了外军及我军装备维修保障管理信息系统建设的现状,针对我军系统建设存在的薄弱环节,从顶层设计、系统研发和数据建设3个方面论证了系统建设框架,明确了顶层设计与数据建设内容,剖析了系统组成,阐述了系统建设应重点把握的问题。The paper dissertates the significance of the equipment maintenance and support management information system（EMSMIS）,and analyzes the status of EMSMIS at home and abroad.It demonstrates the system framework from the aspects of top-level design,system development and data construction,based on the system＇s weakness of PLA.The contents of top design and data construction are definituded,the system composition is analyzed,and the key problems of system construction are described.
