摘　　要：藏东南是我国水能资源富集区,建设藏东南水电能源基地,开发藏东南丰富清洁的水能资源,对优化我国能源结构,应对全球气候变化和实现我国能源可持续发展将发挥战略作用。由于藏东南是极为特殊的地区,建设藏东南水电能源基地将面临跨境河流问题、生态环境问题、移民和宗教问题、经济技术问题等一系列重大问题。对这些问题进行了研究,提出了相应的对策。The South-East Tibet area of China is rich in hydropower resources. To build a hydro-power base in this area and to develop the abundant renewable and clean energy resources is of great significance in improving the energy configuration, addressing the global climate change, protecting the environment, and realizing sustainable development. Due to particular complexity of the area in building the hydro-power base, major issues must be dealt with such as fair use of the water resources across borders, environmental protection, resettlement and religion, economy and technology. Intensive studies should be conducted and relevant countermeasures should be made.
