发展稳定目标追求下的西藏县级政府建设

摘　　要：西藏的县级政府是西藏自治区地方政权的基础,它肩负着治理西藏民族区域自治地方基层社会、促进县域经济社会发展、,巩固地方政权、密切基层社会与自治区的联系、实现基层社会与政府良性互动,维护社会稳定的重要职责。加快县级政府职能转变,建设强力政府、责任政府、法治政府、服务型政府、效能政府就成为落实中央第五次西藏工作座谈会精神,实现经济社会跨越式发展,维护社会长期稳定的重要方式。County level government is the base of the local authority of Tibet,commissioned with the important tasks of administrating the society of national autonomous areas,developing the social economy of the counties,consolidating the local authority,strengthening the ties between the autonomous region and the collectivity to realize the benign interaction between the two and to maintain social stability.The principal ways of implementing the spirit of the Fifth Forum on Work in Tibet i.e.achieving a leap development in economy and society,maintaining long-term social stability,are to accelerate the transformation of county level government functions and to build a powerful,responsible,ruling-by-law,service-oriented and efficient government.
