摘　　要：必须严把文物进出境审核关口,文物出境鉴定标准和范围要适时调整,建议将文化遗产保护项目纳入援外计划。帝国主义列强和文物奸商导致中国大量文物流失国外,必须依法堵住珍贵文物长期非法流失的黑洞,遵循文物返还领域的道德原则与法律规定,加强流失海外珍贵文物的返还和追索工作,依法行使流失海外珍贵文物的追索权,建立跨国流失文物的国际追踪机制。We must strictly examine the imports and exports of cultural relics,timely adjust appraisal standards and scopes of cultural relic＇s exports,and fit cultural heritage protection project into foreign aid program.The imperialist powers and cultural relic＇s profiteers lead to cultural relics loss abroad.We must lawfully block the black hole that makes our precious cultural relics long-term illegally lost,follow the moral principles and law in the field of returning cultural relics,strengthen the recovering work of precious relics loss overseas,perform the right of recourse on precious relics loss overseas,and establish international tracking mechanism of multinational loss cultural relic.
