摘　　要：作为党的基层组织,欠发达地区村级党组织执政资源的严重流失影响到党在农村领导地位的稳固。新的时期,唯有改善"两委"权力关系,维护党组织政治资源;以经济建设为重点,夯实执政的物质基础;积极开拓社会资源,优化执政的社会生态;有效拓展组织资源,增强自身的凝聚力和向心力;构筑和谐农村文化,再造思想资源优势,村级党组织才能走出执政能力弱化的困境,更好地带领群众建设好社会主义和谐新农村。The serious loss of ruling resources of the village-level party organizations in the underdeveloped areas,which are grass-root organizations of the party,has affected the leading position of the party in rural areas.During the new period,the village-level party organizations must walk out of the predicament of weakened ruling ability and lead the mass people to build the socialist harmonious new countryside through improving the power relationship between the village CPC committees and the villagers＇ committees to maintain the political resources of party organizations;focusing on the key point of economic construction to tamp the material foundation of ruling;actively exploring social resources to optimize the social ecology of ruling;effectively expanding the organic resources to reinforce the cohesive force and centripetal force of party organizations;and building harmonious rural culture and reinventing the advantages in ideological resources.
