摘　　要：我国将积极推进急缺矿产战略储备,战略储备何时启动已成为目前急需解决的问题。通过分析美国石油战略储备的建立过程,总结发达国家急缺矿产战略储备时机选择的经验指出,我国在急缺矿产战略储备时,应当吸取其经验教训,利用国际急缺矿产供求变化周期,预测其价格走势,力争在价格波动周期中寻找类似于2002年的最佳吸储时期,低成本实现急缺矿产资源战略储备。When the strategic reserve of much-lacking mineral resources should start up in China has become an urgent question,after Chinese government has decided to found the strategic reserve.This paper analyzes the strategic reserve course of petroleum in America,summarizes the experiences of developed countries in opportunity choice for the strategic reserves of much-lacking mineral resources.It is pointed out that China should learn the experiences and lessons of developed countries in the strategic reserve of mineral resources,analyze the tendency of price of much-lacking mineral resources according to the changing cycle of their supply and need in international market,find optimal time to found the strategic reserve of much-lacking mineral resources in the cycle of their price fluctuation,similarly in 2002,so as to use low cost to realize the strategic reserve of much-lacking mineral resources.
