摘 要:房地产的宏观调控是我国政府公共管理能力的核心体现,然而,近年来其调控效果并不显著。作为一种新兴的分析工具——政策网络能较好地掌握与处理多元角色参与公共政策制定的议题。因此,本文从政策网络的视角,通过理论研究和案例分析,探讨房地产政策网络的结构特征及其治理机制。研究发现:我国房地产宏观调控的困境关键在于政策网络的开放度太低、网络集成度分布不均衡;政策社群、府际网络和生产者网络的学习资源和学习能力比较强,容易达成协同效应,而普通购房者缺乏政治和经济资源,组织化程度低,学习能力较弱,很难形成协同效应。基于此,本文从网络的开放度和集成度两个视角提出了我国房地产政策网络的治理对策,为理论研究和改革实践提供了一定的参考。Macro-control to real estate mainly reflects capabilities of public management about our government,but it has not worked significantly in recent years.Policy networks,as a new analysis tool,can master and handle topics that multiple roles participating in public policies making.Therefore,from the perspective of policy networks,by way of theoretical research and case analysis,this paper explores the structural characters and governance mechanism of policy networks about real estate.The findings are as following:the dilemma of macro-control to real estate in our country lies mainly in that the openness of policy networks is too low and its integration is distributed unbalanced.At the same time,learning resources and capabilities of policy communities,intergovernmental network and producer network are stronger,so that they can produce collaboration easily;while ordinary house buyers are lack of political and economic resources,organized in low degree,and weaker in learning capabilities,so that they can produce collaboration hardly.Based on above,this paper proposes solutions to policy networks of real estate in our country from perspectives of openness and integration of networks,and thus makes contributions to theoretical research and reform practice.
