摘　　要：行政程序中对于社会公众参与的保障是现代行政法的重要内容。从公众参与的法律保障入手,对行政程序中公众参与保障的基本问题进行研究,指出公众参与平台构建的基石是服务与合作、信任与沟通。论证抽象行政行为中公众参与的保障制度。从四个阶段阐明具体行政行为行政程序中公众参与的保障制度。提出公众参与积极性的提高应当重在培养参与的主动性并注意利益引导。The guarantee of public participation in administration procedure is a major content of modern administration law. Through the legal protection on public participation, this paper researched on the basic question of the guarantee of public participation in administration procedure. Pointed out that the essential building blocks of the guarantee system of public participation are service and cooperate, trust and communication. Discussed the measures to guarantee public participation in the abstract administrative action. Expounded the guarantee system of public participation in the concrete administrative action from four stages. Pointed out that the way to motivating the public must be focus on how to develop the activity and guide the public by benefit.
