摘　　要：本文以温岭市泽国镇2010年的参与式公共财政预算民主恳谈为对象,利用协商性民意调查,使用同一份问卷在民主恳谈会的前后对同批参加会议的民意代表做两次问卷调查,通过实验调查来寻找民主恳谈会对社会资本存量产生的影响。在数据分析的基础上依据社会资本理论,讨论民主恳谈会对社会资本的有效性。通过对泽国镇2010年的参与式公共财政预算民主协商的民意代表的社会资本各维度的测评,笔者发现中国基层民主实践能提升隐性的社会资本存量,并对以后的民主发展和实践产生深远的影响。Targeting the 2010 democratic consultation of participatory public budget in Zeguo Town as the research object,through this Deliberative Polling,this dissertation surveyed the representatives of the same group separately before and after the democratic consultation by using the same questionnaire and tried to find out the impact of democratic consultation on the social capital stock through experimental investigation.On the basis of data analysis and based on the theory of social capital,this thesis discusses effectiveness of democratic consultation to social capital.Through the evaluation in all dimensions of social capital of the representatives who attended the democratic consultation of 2010 participatory public budget in Zeguo Town,this thesis finds out that the grass-roots democratic practice can be promoted in the social capital stocks and have a profound impact on the future democratic development and practices.
