摘  要:本文选择济南玉符河为示范案例,引进经济学原理与原则,建立经济社会与生态环境多目标用水统一量度的综合效益最优目标函数;研究了玉符河考虑农业作物不同的生长期、生态关键期与非关键期的用水特点,提出合理考虑不同用户时空需求差异的河流生态修复水库调度准则;经过多方案的比选,直观地给出了综合考虑可行性、公平性和高效型的玉符河生态修复的卧虎山水库综合调度方案及模拟成果。为基于生态调度后评估技术的多目标调度模型发展、水库生态调度技术体系的完善提供理论支撑和案例示范。Taking Yufuhe River in Jinan as a demonstration case, an optimal muhi-objective function for comprehensive benefit with an unified measurement for the nmhi-objective water uses from the economic-social and eco-environmental demands is established herein with the application of the related principles of economics ; in which the characteristics of water demands from the different growing periods including key biological growth stage and non-critical biological growth stag of the agricultural crops and ecology in the region of Yufuhe River are studied, and then the reservoir operation criteria of river eco-restoration is put forward under a reasonable consideration on the temporal-spatial discrepancies between various water users. Through the comparative selection of several schemes, the comprehensive operation scheme for the eco-restoration of Wohusban Reservoir on Yufuhe River and its simulation result are visually given under the comprehensive consideration of the feasibility, equity and high efficiency concerned; which provides a theoretical support with case demonstration for both the development of the multi- objective model based on the technology of the evaluation after the ecological operation and the perfection of the technical system for the ecological operation of reservoir.
