英国武器装备采办竞争与规制的做法和启示

摘　　要：英国在武器装备采办竞争与规制中,积极推行私有化改革,建立竞争的产权基础;出台政策文件,专门阐释竞争政策;努力消除民用企业、中小企业参与武器装备采办竞争的障碍;对非竞争性采办实施激励性规制,复制市场竞争压力。这些做法对我国武器装备采办竞争与规制改革具有很大的启示。In competition and regulation of weapons Purchase,Britain carried out privatization actively and established the basis of property rights for competition,enacted policy document for interpreting specifically competition policy, eliminated with an effort obstacles of civil enterprises,small and medium enterprises participating competition of weapons acquisition,adopted incentive regulation to non-competitive acquisition and duplicated the pressure of market competition.These practices can provide great inspiration to our country＇s competition and regulation reform of weapons acquisition.
