发挥滨海新区在区域发展中的作用研究

摘　　要："十一五"时期滨海新区经济总量不断增长、产业结构不断优化,在带动区域经济发展中发挥了重要作用。提升滨海新区在区域经济发展中的地位和发挥其作用成为"十二五"时期的战略发展重点。滨海新区适于选择"高端集聚,内外联动,一体多元,领先示范"的经济发展模式,始终把带动区域发展放在重要战略位置,坚持对内增强实力、提高综合素质,对外加强联系、搞好服务,寓开发开放于强化聚集辐射功能之中,通过改革创新扩大聚集和扩散效应,做到在服务区域发展中加快自身发展,通过加快自身发展带动整个区域发展。Binhai New Area has continuously improved economic volume,optimized the industrial structure,and played an important role in regional development since 11th Five-year plan period.To promote the status and role of Binhai New Area playing in regional development will become strategic development point in 12th Five-year plan period.This paper argues that Binhai New Area ought to choose the model of economic development such as high-end agglomeration,internal-external linkage system,one-multivariate,and leading-demonstration.Binhai New Area ought to build up strength internally,to improve the comprehensive quality,to strengthen foreign contact,to do well the service,to expand gathered diffusion effects through innovation and to constantly improve the position and role of Binhai New Area in regional development.
