提高海南冬种瓜菜质量安全水平的对策和建议

摘　　要：分析影响海南冬种瓜菜质量安全的原因:高温高湿的气候引起病虫发生严重和使用农药不科学是引发冬种瓜菜质量安全问题的主要原因。生产和流通环节的组织化程度较低,全程质量安全控制难以实施;科研基础比较薄弱;质量安全监管体系不完善等因素也是造成冬种瓜菜质量安全隐患较多的重要原因。提出提高海南冬种瓜菜质量安全水平的对策和建议:进一步加大宣传力度,提高全社会的质量安全意识;发挥专业合作社和龙头企业的带动作用;加强认证管理和品牌建设;加强监管体系建设;加强农资市场的监管;加强冬种瓜菜的科研和推广工作。Hainan is a major supplier of vegetables to the inland regions of China in winter. With the rapid development of winter vegetables in Hainan, the quality safety of vegetable products influences not only people＇s health but also the stabilization of society and economy of the whole nation. The factors which affect the quality safety of winter vegetables in Hainan include serious pests and diseases due to the high temperature and humidity weather; misapplication of pesticides to control insects and diseases by some farmers; difficulties to implement whole process quality safety control and traceability due to the poor organization during the vegetable production and circulation phases; lack of practical safe cultivation technology; unformed market mechanism of high price for high quality of agro-products; insufficient system of inspection and supervision of vegetable quality safety in Hainan. In order to improve the quality safety level of winter vegetable products in Hainan, the following strategies and suggestions are put forward： further intensifying propaganda to promote the consciousness of producers, sellers and customers about vegetable quality safety; exerting the leading roles of farmer cooperatives and leading enterprises; strengthening certification management and brand building; establishing inspection and supervision system; strengthening the inspection and management of agricultural material markets; strengthening scientific research and extension of vegetables.
