摘 要:消除"市管县"体制弊端及发展壮大县域经济要求进行"省直管县"体制转型改革。相对于"市管县"体制来说,"省直管县"体制具有有利于合理配置资源及城乡统筹发展,有利于增强县域经济发展的自主性,有利于减少政府行政层级等体制优势;但是"省直管县"体制本身也存在一些缺陷。如政府层级和财政层级不一致,事权和财权不对称,催生了县与原来省辖市之间的矛盾;层级减少后管理幅度增大引起的问题等。因此,在从"市管县"到"省直管县"体制转型的改革中,需要根据存在的问题采取相应的应对措施。如合理界定政府间的事权财权,调动市、县两个层面的积极性,适当调整省级行政区划和提高省级政府的治理能力等。It requests China's transformation to "province directly governing county"(PDGC),eliminating drawbacks of "city governing county"(CGC) system and strengthening county's area economy.Comparing with CGC system,it not only has some advantages for PDGC,for example,it is propitious to rationalize the allocation of resources and development of cities and countries both;strengthen the independence of county economy's development;reduce the dominance of government bureaucracy,etc.,but also has some drawbacks,for example,imbalance of government layers and public finance layers and dissymmetry of powers between governing things and finance,causing conflict between counties and cities that are originally directly governed by province governments;the problems causing by reducing layers and enlarging manage scope,etc.Therefore,we need take steps to deal with existing problems in the system transformation from "CGC" to "PDGC",for example,reasonably defining government's power between governing things and finance;effectively encouraging the enthusiasm both of cities and counties;properly adjusting province's administrative divisions and increasing its governance capability.
