摘　　要："普惠与均等"作为公共档案馆履行职能的价值取向,对提升公共档案馆的信息服务质量,赢得社会公众的满意度与认可度,为经济社会发展提供档案信息服务支撑都具有积极意义。建立"普惠与均等"的社会化服务模式,需要提高认识,制订科学措施,才能保障其得到有效实施。As the value orientation of public archives to perform their functions,the establishment of ＂general preferential and equalization＂ is positive to improve the quality of information services,to win the degree of satisfaction and recognition of the public,and also to provide support of information services for the economic and social development.So it is significant to establish ＂general preferential and equalization＂ in socialization service mode,which need to strengthen the awareness and work out scientific measures,and only in this way can ensure the service implement effectively.
