中国社会建设中的社会资本供给优势与培育——以“两型社会”建设为视角

摘　　要："两型社会"要求经济社会发展的各方面要符合生态规律,向着有利于资源节约和循环使用、维护良好生态环境的方向发展。"两型社会"建设需要一定的社会资本支撑。社会资本作为以信任等价值观为核心的、有利于促进合作、减少社会冲突、促进社会和谐的各种观念性资源的总和,在节约治理成本、提高治理效能和促进和谐治理方面有助于社会治理,进而促进中国"两型社会"建设。为了提高中国的社会治理水平,社会资本的积累需要从政府示范、公民教育、公民社会成长和公民积极参与等方面进行。Social capital may be defined as all kind of idea resources whose cores are some values such as trust.These resources are helpful of cooperation,the decrease of social conflicts and the promotion of social harmonious.Social capital is very crucial to the community governance at some aspects such as saving social costs,promotion the efficiency of governance and formation of harmonious governance and it will propel the construction of Chinese Liangxing Society.So,the accumulation of social capital is needed in order to enhance the level of community governance of China.And,the accumulation of social capital in China needs to process through governmental demonstration,civic education,growth of civil society and positive participation of citizens.
