摘　　要：科技成果转化是建设创新型国家的重要任务。在构建科技成果转化绩效评价体系的基础上,运用数据包络分析法详细考量各地区科技成果转化的绩效,对其技术有效性及规模有效性进行探讨。研究发现,西部地区科技成果转化的技术效率总体比东部和中部地区要低,各地区在制定具体科技成果转化政策时,应因地制宜。最后剖析我国科技成果转化存在的主要障碍,给出相应的政策建议。The transformation of scientific and technological achievements is an important task in the process of building innovative system.Based on building the performance evaluation system for transformation of research findings,using provincial and municipal data,the author evaluated the performance of transformation of research findings in relating provinces and cities,and discussed the technical validity and scale effectiveness.This paper found that technical efficiency of transformation in the western region is lower than that of eastern and central region.Specific policies should be adapted to local conditions.Combined with surveys,the author analyed major obstacles of transformation of scientific and technological achievements,and gave the appropriate policy recommendations.
