摘　　要：转变发展方式是"十二五"期间经济发展的主线,以生态和低碳理念发展区域经济,是实现地区经济发展与生态保护双赢的重要路径。本文在综合国内生态文明、两型社会、循环经济及生态与低碳发展相关指标体系的基础上,构建了一套生态与低碳经济发展的综合指标体系,通过与全国东、中及西部相关省份横向比较,综合反映鄱阳湖流域生态与低碳经济发展水平,以期客观认识鄱阳湖生态经济区及全流域生态与低碳经济发展优势与差距,有针对性地提出发展的对策建议;同时,为全国其他地区科学评估生态与低碳经济发展水平提供借鉴。The transformation of the development pattern is the main line during the Twelfth Five-Year Plan while developing regional economies with the ecological and low-carbon concept is an important path to achieve regional economic development and ecological protection.Based on synthesizing the relevant index systems of ecological civilization,two-oriented society,circular economy,ecological and low-carbon development in China,this paper builds a set of comprehensive index systems of ecological and low-carbon economic development,reflects comprehensively the levels of ecological and low-carbon economic development in Poyang Lake Basin by making a horizontal comparison with the Western,Central and Western provinces of China as to obtain an objective understanding of strengths and gaps of the ecological and low-carbon economic development in Poyang Lake Ecological Economic Zone and the basin,and proposes pertinent developing countermeasures and suggestions.At the same time,it provides reference for scientific assessments of ecological and low-carbon economic development in other parts of the country.
