基于农业发展优势的县域农业结构调整——以南宁市兴宁区为例

摘　　要：【目的】对广西南宁市兴宁区农业发展的比较优势进行分析,为县域农业结构调整提供参考。【方法】采用文献调查与实地调查相结合的方法,对兴宁区农业发展现状、农业产业结构存在的问题及农业发展优势进行分析。【结果】兴宁区农业结构调整的总体思路为:立足于兴宁区的区位、产业、物流等优势,选择具有市场竞争力的特色优势产业,并强化产业间的带动联动效应;依托三塘工业园区和金桥物流中心,大力发展农产品加工业;寻求农业与旅游业最佳结合,从而推动兴宁区旅游农业的快速发展。可首先从养殖规模化和品牌化、蔬菜种植标准化、花卉苗木特色化、甘蔗和木薯种植区域化、农产品流通现代化等方面对兴宁区农业结构进行调整。【建议】可从提高农业生产者素质、加大农业科技创新投入力度、推动农产品加工企业发展、提高政府服务能力、调整耕地规模等方面制定相关政策,确保兴宁区农业结构调整的顺利进行。【Objective】The studies have been undertaken to analyze the advantages of agricultural development in Xingning District, Nanning City, Guangxi in order to provide base for adjusting structure of prefectural agriculture 【Method】An extensive literature survey combined with field investigations was carried out to analyze the current status and advantages of agriculture development and problems in current agricultural structure in Xingning District. 【Result】General direction for adjustment of agricultural structure of Xingning District is as follows： development of competitive, characteristic and dominant industries based on their advantages （viz., strategic location, developmental agricultural industry and physical distribution）; encouragement of coordination among agricultural industries; development of processing industry for agricultural products; efforts to make use of the combinations between agriculture and tourism in order to promote the rapid development of agro-tourism. The adjustment in agricultural structure in Xingning District should begin with largescale and branding development of fish breeding and poultry raising, standardized plantation of vegetables, plantation of specific flowers plants, regionalization of sugarcane and cassava cultivation, and realization of modern logistics of agricultural products. 【Suggestion】The new policies should be implemented for improving quality of agricultural labors, increasing investment for innovation of agricultural science and technology, supporting agricultural process enterprises and improvement in government service level, adjustment of cultivated land scale, etc., to guarantee the successful adjustment of agricultural structure in Xingning District.
