摘 要:针对我国高校现行体制的弊端,降低管理重心,明晰高校内部各管理层次之间的责、权、利关系,是高校内部权力结构调整的重要环节,也是保证高校学术健康发展的一个重要方面。为此,要积极探索构建学校、院(部)、系(所)分层管理机制,适当扩大学院和系(所)的自主权,下放行政权力(包括下放教学权、科研权、人事权、财务权等),加强基层的自主适应能力,激发基层的发展动力。同时,在实行分层管理的过程中,要注意处理好纵向和横向之间的关系,即处理好学校和学院之间、学院和系之间、行政职能部门和学院之间的关系。For the shortcomings of the current system of university,we think that one important part to adjust the internal power structure of university is to lower the management focus,clarity responsibilities,rights and interests between the university internal management levels,which also is an important aspect to ensure the healthy development of university academic.To this end,we should actively explore how to construct the hierarchical management mechanism of university,college(Department),Department(institute),and properly expand the autonomy of school and departments(institute),decentralize the administrative authority(including the delegation of the teaching right,right of scientific research,personnel rights,financial rights,etc.),strengthen the self-adaptability of grass-roots,and stimulate the development power of grass-roots.Meanwhile,in the implementation of hierarchical management process,we should pay attention to handling the relationship between vertical and horizontal,that is to deal with the relationship between the university and college,college and department,the administrative sections and colleges.
