摘　　要：当前,中国的第三代移动通信技术(3G)建设正处于紧张进行中。在3G建设过程中,如何实现与第二代移动通信技术(2G)网络之间的平滑切换,是各个运营商十分关注的问题。以全球移动通讯系统(GSM)和带码多分址(WCDMA)网络为例,分析了2G向3G过渡期间小区选择和驻留方式,并对现网2G向3G切换设置进行了深入分析,提出了3G问题小区的切换策略,并通过新增加一套参数进行了规模实验进行了验证,对于保障3G网络质量和提升用户感知有一定的参考价值。Atpresent,the construction of 3G system is under way.How to realize the smooth handover between 2G and 3G system is an important problem that the operators have to face.The author,with GSM and WCDMA as an example,analyzes cell selection and stay mode during the transition from 2G to 3G system,discusses in depth the setting-up mode of handover,and proposes the handover strategy of 3G marginal bad cells in transition from 2G to 3G system.The scaling experiment,by adding a set of parameters indicates that the proposed strategy is reliable in guaranteeing the quality of 3G network,and promoting the user＇s perception.
