垂直管理部门监督机制探析

摘　　要：我国垂直管理体制的实施相应地带来了监督机制的变动。现有的垂直管理部门,在监督机制方面存在着监督主体相对单一、监督权力过于集中以及制度不够成熟等问题。实践中,应完善统一管理制度,确实树立派驻(出)机构独立监督的权威;积极构建开放性的多方监督机制,克服监督主体相对单一的问题;发挥人大监督作用,创新监督方式;以制度建设为重点,切实加强对派驻(出)纪检监察机构的监督。In putting the direct administration system into practice,corresponding changes must be made in the supervision mechanism.At present,problems exist in the mechanism for supervising local departments directly under central government organs.To solve them,efforts must be made to improve the unified management system,be active in establishing an open many-sided supervision mechanism,fully display the role of the supervision functions of the people＇s congresses introducing an innovation in supervision ways,and earnestly strengthen supervision over the representative offices of Party commissions for discipline inspection and government supervision departments.
