摘　　要：公共外交大大增强了加拿大这样一个中等强国的国际影响力。回顾加拿大公共外交历史发展过程,发现它有三个特点:以自由主义价值观为基础、密切联系本国民众、行动分散。而这些特点的产生有其政治、文化等方面的原因。文章又分析了这几大特点对加拿大公共外交的推动作用及其局限性,并由此来概括加拿大公共外交对各国开展公共外交的启示。最后,本文联系当前国际政治的发展趋势指出,公共外交是当今各国外交政策的必然选择。As a middle power,Canada's influence in the international arena is magnified by its effective public diplomacy.The present study reviews the historic development of Canada's public diplomacy and identifies its three features,namely,deep root in liberalist values,close association with domestic public and scattered approach,as well as the factors that go into the formation of these features.With an analysis of the advantages and limitations of the public diplomacy thus featured,certain conclusions are drawn about how different countries can effectively implement public diplomacy in general.In the end,it is maintained that due to certain new development tendencies of contemporary international politics,public diplomacy has become a necessity for all countries in today's world.
