摘　　要：国际贸易谈判的成功与否在很大程度上取决于美国的贸易政治,而贸易政治中涉及利益集团、行政部门和国会之间的相互博弈,产生了很多贸易政策制定机制,其中最具争议的是"快车道"授权。本文追溯"快车道"授权产生的历史背景,剖析"快车道"授权变迁的原因,探讨"快车道"缺失对美国对外贸易谈判的影响。The success of international trade talks depends heavily on U.S.trade politics.The dynamic interaction between interest groups,the executive branch and the legislative branch involved in American trade politics results in trade policy mechanisms,of which 'Fast Track Authority' is the most controversial one.This paper explains the historical background of 'Fast Track Authority',followed by an analysis of the causes of its rise and fall,and concludes with a discussion of the impact of its absence on U.S.trade negotiations with other countries.
